Impact of the 2022 Moscovian military aggression on crime trends in Ukraine (analysis of crime prevention policy in the light of statistics for 2013 – 2022)

The paper focuses on the 2022 crime trends in Ukraine, subjected to deep changes due to the 2022 Moscovian military invasion of Ukraine. The paper stressed that the 2022 invasion is the first full-scale war in the centre of the European continent after World War II with the openly declared participation of the biggest European states, which has become a new and broad field for criminological research concerning the impacts of contemporary wars on contemporary digital and technological societies.

Criminal offences against the established procedure of military service (military offences)

24 січня 2023 року Президент України підписав законопроєкт, який посилює кримінальну відповідальність військових (законопроєкт №8271), де зазначений закон передбачає внесення відповідних змін у Кримінальний кодекс, Кодекс про адміністративні правопорушення та інші законодавчі акти нашої держави. За вказаним законом, зокрема, судам заборонять пом’якшувати покарання чи давати умовні терміни для військових, засуджених за окремі види злочинів: непокора (ст. 402); невиконання наказу (ст.403); погрози або насильство щодо начальника (ст.405); самовільне залишення військової частини (ст.407); дезертирство (ст.408); самовільне залишення поля бою (ст. 429). Також зростають терміни покарання за воєнні злочини та адміністративні правопорушення.

Crimes against children in Ukraine (2013 – 2022)

Офіційна статистика злочинів, передбачених ст. ст. 150, 150-1, 304 КК України, здається, вказує на повний колапс соціальної політики щодо дітей. Кількість злочинів втягнення неповнолітніх у протиправну діяльність, у пияцтво, у заняття жебрацтвом, азартними іграми після 2013 різко пішла вниз і, зауважимо, ще до Майдану, хоча розцінювати це як успіх відповідної державної політки не можна. Жодного виявленого злочину експлуатації дітей за 2020 – 2021, і наявність всього-на-всього однієї підозри у 2022 – це також показник відповідної роботи правоохоронців.

Impact of the 2022 Russian military aggression on crime trends in Ukraine (analysis of crime prevention policy in the light of crime statistics for ten months of 2022)

This paper aims at research of the crime trends in Ukraine in the period of January 2013 – October 2022 where a focus is made on the impact of the 2022 Russian military aggression against Ukraine on criminality and national crime prevention policy. In addition to the previous author’s conclusions, this paper is focused on issues of the personal characteristics of offenders where a special attention is paid to changes in social characteristics of offenders occurred during the wartime.

Drug-Related Crimes: crimes statistics for 10 months of 2022

Situation with drug-related crimes partly refutes the thesis that the 2022 War ‘cut’ crime statistics. According to many sections of the Criminal Code, the number of crimes registered in March 2022 fell sharply for completely understandable reasons. Many types of crimes that might have been expected to increase after the start of the 2022 Moskovian military invasion saw a sharp drop. Drugs, drug offenders and drug-related crimes are absolutely another matter.

Education and crime rates in Ukraine: facts for the period of 2016 – 10 months 2022

The wartime period has put on the agenda a very interesting aspect concerned with educational background of offenders. A percentage of offenders with professional (technical) education for the period of ten months of 2022 is the same as compared with 2021 while a percentage of offenders with university degree increased to the level of 13,73 %.

Here, I focus attention on two articles of the Criminal Code of Ukraine: obstruction of legitimate economic activity (Article 206) and illegal seizure of property of an enterprise, institution, or organisation (Article 206-2).

Якщо і в мирний час квазіеліти були зацікавлені в існування феномену перманентного рейдерства в Україні, то під час війни цей феномен ще більше сховався у сутінках.
